Jacqui was born in 1971 in Ulverstone, on the northern coast of Tasmania. She was raised in Devonport and was schooled at Devonport High School until leaving Year 11. Her father was a truck driver and her mother trained as a hairdresser. Jacqui spent much of her childhood in public housing.

Jacqui enlisted in the Australian army in 1989, aged 18. She served in the Transport Corps for five years and then served another five years in the Military Police, rising to the rank of corporal. Foll...
