Anne was born in 1967 in the Egyptian city of Alexandria. Aged two, Anne and her family moved to Australia and eventually settled in Western Sydney. She went to high school at Meriden.

Studying in Egypt, Anne graduated from the American University in Cairo with a Bachelor of Arts. On her return to Australia, she then studied at Edith Cowan University where she attained a Graduate Diploma of Arts (Language Studies), a Master of Education and a PhD.
