Anne was born in Latrobe, Tasmania, in 1957. She was raised in nearby Ulverstone and Gawler.

Anne worked as a process worker from 1979 to 1990 at a vegetable processing factory. She subsequently joined the Food Preservers’ Union and worked there as an organiser from 1990 to 1998. Anne was then elected as President of the Tasmanian branch of the Australian Manufacturing Workers' Union in 1998 and then as State Secretary in 2004, remaining in the position until 2010.
