Mark was born in 1968 in the Gold Coast.
Following his schooling, Mark completed a Bachelor of Arts, majoring in History, at the University of Queensland, as well as a graduate Diploma of Teaching, also at the University of Queensland. He subsequently began work as a high school teacher, teaching in history and drama. Mark is also a former environmental and anti-nuclear campaigner who has advocated on matters concerning climate change, renewable energy targets, and electric vehicles.
