Scott was born in 1968 in Rockhampton. He grew up in Rockhampton as one of four children with a single mother – his father died when he was eight. Scott attended St. Brendan's College, Yeppoon.

Following his schooling, Scott worked as a ringer on a station in the Kilcummin district between 1985 and 1987.
